Beforehand the opening of the oil exploration activity to the foreign capital in Brazil, Garcia & Keener was already an experienced law office in the relationship with Petrobras, representing several companies that acted as suppliers to that state-run company.

When foreign oil companies were allowed to operate here, the Office was encouraged to act in that new area, an opportunity that was eased by the familiarity attained from many years of contact with diverse divisions of Petrobras.
